The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Administrator of Business Operations.

Summary:



Administers and directs the business operations of the Department of Military Affairs and Veterans Services (DMAVS) to support the mission of the New Hampshire National Guard (NHNG). Manages business operations, including the operational requirements of the Master Cooperative Agreement and Appendices (grants), Operational Needs Assessments, Procurement, Legislation, Real Property Acquisition and Maintenance, Military Awards and Records, and State Active Duty.

YOUR EXPERIENCE COUNTS : Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after completion of high school. Education and experience must be in business administration, accounting, finance, public administration, political science, human resources, or a related field.

License/Certification: Valid driver’s license or access to transportation.

Other Requirements: Must be able to satisfactorily undergo a State Police records check.

Responsibilities:



Develops, implements, and evaluates policies and procedures that provide for the efficient execution of the Department’s statutory requirements. Ensures regulations are administered in accordance with State and Federal rules and laws. Conducts assessments of Department processes and individual Federal Cooperative Agreement Appendices to ensure organizational mission accomplishment and program compliance.

Serves as the Departmental liaison to the Federal Government for the Federal-State Master Cooperative Agreement, Military Construction Cooperative Agreements, and the various individual Cooperative Agreement Programs (“Appendices”). Integrates Federal law, State laws, rules, and procedures by working collaboratively with top Federal officials, Federal Program Managers, senior leadership, and State agencies to resolve complex issues.

Formulates operational needs assessments to ensure that the Department is adequately staffed, equipped, and funded to support the mission triad of the NHNG. Represents the State’s interests in the development of the Master Cooperative Agreement and Appendices. Synchronizes and prioritizes operational needs with available State and Federal funding levels.

Negotiates contract terms, assesses potential risks and conflicts to the Department, and awards and administers all contractual agreements. Works collaboratively with the NH Department of Justice Client Counsel and/or the NH National Guard Staff Judge Advocate to resolve or clarify contract legalities.

Develops and implements the Department’s various Memoranda of Agreement, Memoranda of Understanding, Inter-Agency Agreements, Licensing Agreements, Easements, and proactively initiates or collaborates with other organizations (using agencies, Federal government, municipalities, commercial vendors, utility companies, Department of Justice) to ensure final documents fulfill the intent of all parties.

Coordinates and manages real estate acquisitions, including property appraisals and surveys, environmental assessments, title work, and negotiations. Meets with property owners, Department of Justice personnel, private attorneys, local municipal officials, and utility companies as part of securing selected properties. Prepares legal documents such as contracts, escrow agreements, certificates of title, and purchase and sale documents for execution.

Prepares responses to various requests from the Legislature, Governor’s Office, Department of Justice, Department of Administrative Services, and Federal Government representatives. Works with the Department of Justice, Staff Judge Advocate, and Public Affairs Officer to provide timely responses to Right to Know requests and Requests for Information. Coordinates with the Administrator of Finance in the preparation of Legislative Fiscal Notes to ensure the fiscal impact accurately reflects the operational impact of proposed legislation.

Initiates, prepares, and recommends legislation, policies, and directives to regulate agency activities. Analyzes data and information to develop position statements and reports for Department Head testimony before the Governor and Executive Council, legislative committees, or Federal officials.

Oversees training and provides guidance for managers, employees, and Federal Program Managers to ensure compliance with State laws, rules, policies, and procedures, thereby unifying the Federal Cooperative Agreement Programs with State procedures.

Administers the State Active Duty process during declared State emergencies to ensure State Military Orders are issued and that Army and Air Guard members’ pay, meal, and travel reimbursements are processed in a timely manner. Ensures State Duty service awards and medals are awarded. Administers the New Hampshire Medal of Honor program and manages all Military Records requests.
