This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Duties Description Three Biologist 1 (Wildlife) positions will be hired that will, under supervision, conduct wildlife population inventories, monitor contaminant levels and wildlife diseases; develop and implement wildlife management plans; and promote appreciation of wildlife in urban environments. The Biologist would assist in the development of wildlife management problems; review and analyze project proposals which are likely to alter natural wildlife habitats; and provide public facilities for the use and enjoyment of wildlife resources.

Duties may include:
• Coordination and implementation of habitat and access on Wildlife Management Areas (WMAs) within Region 9, including implementation of the Young Forest Initiative program to create or maintain young forest habitat on WMAs. Develops annual WMA Workplan, produces quarterly and annual reports, writes Habitat Management Plans and Access and Public Use Plans, and reviews and issues permits for permissible activities on WMAs. Conducts wildlife surveys in support of land management activities, assesses the effectiveness of implemented management actions, and assists with other wildlife tasks as assigned.
• Administering all aspects of the Hunter Education Program within Region 9, providing supplies and materials to instructors, participating in instructor candidate training courses, refresher sessions, and county meetings, coordinating instructor recruitment and training, supervising the activities of all volunteer instructors. Provides assistance for extension efforts within the region and communicating instructor needs, problems, and suggestions to the program administrator.
• Implementing regional Upland Game Bird management through species-specific research and monitoring projects, reviewing harvest data and hunting regulations, writing reports and management plans, and providing presentations and technical advice.
• Coordination and implementation of conservation of rare species, primarily in the Allegheny River Watershed, including mussel, fish, amphibian, and reptile species. This work includes surveys and monitoring to determine population status and trends, identifying and addressing threats, developing and implementing research projects, permit application reviews, writing conservation and recovery plans, and collaboration with outside partners, agencies, and governments.

All positions require effective written and verbal communication skills and must work well collaboratively with other staff and outside partners. Will respond to inquiries from the public, participate in public meetings and outreach, and assist with other tasks, as needed. Supervises Fish and Wildlife Technicians to implement assigned programs.
